Some would recognize her as "Harbour Princess" or Kowan Seiki, hence the nickname "Wanko" (Japanese; common steriotyped name for dogs or little puppies in Japan) and get depicted as a sexual symbol by many Western Kancolle fans because well, wank.
Though her original designs look wickedly serious, the fandom always portrait her as a weak, soft, and innocent big sister for whatever reasons (anyone knowing the true cause behind this, please let me know). Anyway, I like both her serious look and innocent one. I used to doodle her a lot back when she first appeared so this is a great chance I could bring her out to coloring thanks to you guys' votes and supports! THANK YOU!

Kantai Collection or Kancolle is a browser game overwhelmingly popular in Japan. It has an anime adaptation and the 2nd season is coming out soon. If you're on Pixiv or Japanese anime art sites, you'd see its fanarts everywhere :)
