Outbreak Scenario 38
It's 15 years after the outbreak. The zombie population has dwindled but civilization has broken up into settlements across the world.
Fifteen years of careful rationing built your community's grain reserve into something other settlements envy. Rows of silos stand behind reinforced walls. You have built everything over a decade of disciplined planting, harvesting, and sacrifice.
A trading caravan arrives at your gate this morning. There are six wagons and roughly twenty armed people. Their leader introduces himself as Reyes and explains that drought has devastated the valleys two days east. He claims three hundred people are surviving on half rations, with children among them.
Reyes asks for a third of your grain reserve in exchange for tools, medicine, and future trade rights. He mentions that desperate people do desperate things when they are refused help.
Your storehouse feeds four hundred people through winter.
