Every time I see a ghost in a skull I think of a short comedy sketch featuring "Bonethan, the flying f**k skull." Just search for "Crapshots The Bed" on youtube.

I think it's which side of the water barrier they're trapped on. I know there are some legends that ghosts and/or vampires can't cross running water. In a similar sense, I imagine that ghost ships need fog or rain to manifest above water.
