I can't remember the game but it said the exposed female armor works because it's made using powerful magnets that attract the iron in arrow heads and barbarian's swords.
There's an argument to be had that 'defensive magics' and less clothing for better movement/flexibility make for better protection than full gear. Let's just stick with that!

well, to be honest, you can cast protection and inhence durability rank 15 on even a bikini and it will repel swords better then a full set of steel armor.
I actually think the Lt. Looks too awkward and uncomfortable to be sexy in that 'armor' bikini.

sometimes the freedom of movement afforded by not wearing armor is preferable, with the speed and agility advantage you can simply avoid getting hit. Of course if you're up against ranged enemies such as archers or knife throwers, or if you have to worry about multiple opponents coming at different angles, armor would probably work better.
Or if your enemy is using ranged weapons that treat any kind of armor short of a tank like wet tissue paper...

Insert Japanese manga or DND or every video game that has armor that is like this at top level armor or characters, here.
That made me think, What I’d Attack on Titan did this with Armor. Mikasa in the new and RPGd gear would equal a fatal nosebleed for any Basitin.
