The “life guard thing” is probably what they keep their equipment in (breathing masks, gloves, etc.), since they don’t have hip packs. Normally they would also have guard tubes (floatation devices) so that they can safely get people above the water.
It's the second one, Baywatch lifeguards really popularized that specific shape of lifeguard tube.
I believe it's usually called a paddle board.
It's a floating device, but has other uses (has a drag line et cetera). / NSFW: It is poised to be used to swim up Raine's "creek" with.

Pretty sure it's canon; Raine was raised very... reclusive b/c of the whole transforming thing. Swim lessons were something they decided she would have to live without. (Along with beach trips, going outdoors, having friends, any outside exposure in general, etc.)
