Poor Raccoon Girl, Officer Victoria should bring her home after the meal so she doesn't have to sleep on the streets any more.
My first reaction was disgust at the basitin cop apparently smoking a cigarette in a restaurant, which seemed especially weird to do while concurrently drinking a milkshake. However, I looked closer and realized it was a french fry (with the end dipped in ketchup), not a cigarette. Perhaps if this gets fully colored, it will be more obvious that it's a french fry.
Thought it was a specific kind of cigarette myself ; )
I wonder what the owner or employees of the slammer think about this situation which may or not be a recurring thing
My theory is that The Slammer is a cop hangout run by a retired police officer offering unique dining experiences for other police. Maybe fur-lined cuffs are used when taking suspects out for some fine dining.

Whether friends or lovers, they make an adorable pair. For just a second though, I thought Vicky's fry there was a cigarette. Also now wondering if Victoria is a real cop or an off-duty waitress here (or maybe even a manager). Not to mention curiosity over what other "special services" they might offer, especially after the watershed when the kids have gone to bed ;)
