New issues with payment processing

I pay with paypal and the new changes very different for refunds now.
how different?
Not sure what the problem is, other sites like Amazon have been doing this or a few months now. When you make your first payment to a creator you get a text from your card issuer to confirm your identity. Shouldn't have much of an impact
the thing is people say it doesn't work with gift cards - probably because of the need to confirm identity
EU as in it'll only happen to people from Europe? I might check it out after when I can but I think I'm fine.
