Only way I could see Ceasar's bubbles somehow not being frozen out in the cold is if whatever solution is in his gloves has salt or some non-volatile substance. If you recall freezing point depression (possibly during high school or a college chemistry course) if a non-volatile is added to water then it lowers the freezing point because the salt-water solution has a lower vapor pressure than pure water. This will cause the solid water (ice just saying it for phase change sake) to only be reached at a lower temperature since the salt-water solution has that lower vapor pressure.
