Regarding the government knowing about Vampires, Pillar Men, or Stands I think later on around Part 4 or 5 there is definitely vague knowledge about them. If I recall with George Joestar (Lisa Lisa's father) in the backstory he was a war official killed by a Vampire, but they didn't know the killer was a Vampire. As a result I think currently governments would have no clue. I don't think that changes until the Speedwagon Foundation gets large enough (i.e. Part 3 to 4) to actually have people on the ground finding things out (like pinpointing DIO's location in Egypt and assuming Joseph helped a bit here with the initial picture) where maybe some officials know of the bizarre powers in their world. Also, regarding stands being known by the government, it sounds Chainsaw Man esque, but I'm surprised there hasn't been something like this in a Part
