It makes sense. I imagine a lot would choose death over servitude and risk it. So what better way to save on the task of making an actually effective curse than to lie and say you put a super powerful death based one on them?

Oh so they told the slaves they had a curse, which would trigger if they tried to run away, and in order to make it believable they gave them a harmless curse that does NOTHING.
