I'm new, at which time are characters typically added in the game after such a poll?
When I know which one of the characters have won, I usually start working on some of the content for said character shortly afterwards. Usually they are introduced to the game about a month after the poll has ended. In this case, as the poll will end in 12 days from now, it means that the winner will be added to the game in the June update ^_^
Yes, it's rather curious who of all three will win, all the characters are quite charismatic.
