He's been there from the very beginning of this series, the original supplier of the pills & Jack's co-worker. And seemed to have known Brian too before he changed to Brianna. He's into some shady stuff to whoever's been supplying them pills to him.
My guess is that Jacqueline gets fed another pill that will alter her chemistry and make the transformation permanent for her, or at least extend her transformed state. Oh, a thought: Maybe they reverse the effects of alcohol, where she now has to drink to stay male... Oh, that just makes the alcoholism worse...
