Reverse Flash
DC Task Force is much more complex than MIW, with its recruitment mechanics, distinct vehicle stages, and individual levels. I had forgotten how to add a new character to the game, so to refresh my memory and note down the necessary steps, I created a simple character—Reverse-Flash. Right now, he is identical to the standard Flash, but since he is already in the game, I’m open to suggestions for attacks and moves to make him stand out from the other speedsters.

Depending who you want this Zoom to be, as Eobard Thawne and Hunter Zolomon have radically different powersets. One is just "mean Flash", the other is a time anomaly.
Red eyes. Maybe make his taunt to blur himself via vibration.
Could just 'buff up' the sprite, but tbh I'm biased since my first exposure was the swole Flashpoint RF. If you just want 'new' speedster moves, maybe his -> -> A turns him into a yellow tornado? Instead of Man W/O Fear/Slow Down special, he can slow down or even freeze an enemy? Everyone else moves normally, but the guy you pegged has a speed debuff?
Not exactly a RF move, but his Special could be running all over the screen, but it looks like there's multiple RF? So one going diagonally left, one diagonally right? Then a last -> -> hit, but it looks like there's 2 to 3 RF running in a line to deliver it?
That means MIW needs some upgrades like zoomed out vehicle stages
Some kind of special move where he vibrates his hand through a enemy's chest and deals a ton of damage would be cool, it's one of his iconic bits. Honestly the general difference with Reverse-Flash specifically (if this were Zoom it'd be a different story) should be just him being a lot more vicious, so just a lot of high-damage, violent and aggressive moves and abilities, but maybe at the price of him being a bit less fast/nimble and easier to kill.
Make him slower.

You should make his special move rapid kicks rather than rapid punches and his ultimate to make him run around a few times and leave a fire trail, damaging enemies.
Wait. Stand out from the other soeedsters, right. How about speed mirages? Move so fast that it looks like there's more of you!
I would recommend changing his eyes to red, and his lighting effect to red if possible, move wise maybe a phase through punch through an opponents chest
