OP17 Meta Report: High Rank (1B+ Rating)

Introduction

This is our second week of high-rank analysis, again covering only the standard queue at 1B+ rating. The sample is noticeably larger than last week's, which gives us more confidence in the trends we flagged in our first report and a clearer read on the decks that were harder to judge with limited data. This population still behaves differently from the ladder as a whole. Pilots at this level know the format's matchups cold, mulligan correctly, and build with the top of the field in mind rather than the ladder average. Decks that rely on opponents making mistakes tend to look worse here, and decks that reward tight sequencing tend to look better.

The Top 10

1. Green Mihawk

Mihawk holds the top spot, and the bigger sample only reinforces its position. It does this while being the deck everyone builds against. Its toolbox is deep enough to answer almost anything, and the consistency problems that held back early versions are gone. Even against opponents who know exactly what's coming, it keeps winning because it has the right answer available more often than not. It's still the best leader in the format.

2. Purple/Yellow Robin

The pairing works the way it looks like it should: yellow gives purple's ramp a safety net, and purple gives yellow's shell something worth ramping into. That engine holds up at high rank because the deck's good draws don't depend on the opponent stumbling. They simply produce a board the opponent has to answer on schedule.

Robin's other big strength is the Mihawk matchup, where it remains one of the few decks in the top ten with a positive record. With more games on the books, that edge looks like a real feature of the matchup rather than noise. In a field where the best deck is green and everyone has to plan around it, that matters a lot.

3. Red/Black Sabo

Sabo is excellent on raw power, and that carries straight over to high rank. It gets no free wins here, since everyone knows the matchup, but a deck that wins on card quality doesn't need surprise. It asks less of its pilot than most of the decks around it and gives up very little in exchange, which makes it the safest pick if you'd rather not think hard about the field.

4. ST30 Luffy & Ace

ST30 continues to prove it's a real contender at this level. The open question with this deck has always been whether its matchup spread holds up as well in practice as it does on paper, and a second week of high-rank games suggests it largely does. It stabilizes well, it doesn't fold to the format's aggressive starts, and it has enough reach to close out games once it's ahead.

5. Purple Enel

Enel is stable and well understood. Its cheap bodies grow into real threats over consecutive turns, opponents overspend trying to keep up, and once its win conditions stick, removing them takes real work. High-rank opponents are better at not overspending, which lowers the deck's ceiling somewhat. Still, the core plan is sound and the deck holds its own across the bracket.

6. Red/Green Luffy

Red/Green Luffy still has one of the smaller samples in the top ten, but its win rate remains extremely impressive. The deck found success last set and is now putting up enough results in this meta to earn a closer look. The additional games this week make it harder to write off as a hot streak, and we'll keep tracking how it settles into the field over the coming weeks.

7. Blue Xebec

The engine is untouched: consistency and a big hand still pay off enormously, and the raw matchup spread against the field is excellent. What holds it back at high rank is the target on its back. Nearly every deck in this bracket is built with Xebec in mind, so it rarely gets a clean game against a prepared opponent. It remains one of the strongest decks in the format. It just doesn't get the games where the opponent has no plan.

8. Purple Kaido

Kaido's matchup spread is good, and its payoff ceiling is high enough that a slow start isn't fatal. High-rank opponents punish those slow starts more reliably, which is the main thing keeping it at this spot. The deck does what it sets out to do, though, and there's nothing structurally wrong with it. It's a fine choice for a pilot who knows when to commit.

9. Black Luffy

Black Luffy's cost-manipulation angle is genuinely unique, and its best pilots post excellent numbers. However, the gap between those pilots and everyone else is wider than for any other deck in the top ten, and even at 1B+ that gap shows up in the aggregate. It's one of the hardest decks in the format to play correctly, and correct play is doing a lot of the work.

10. Blue/Yellow Boa

Boa is still oneof the least established deck in the top ten at this level, though the larger sample gives us a somewhat better picture than last week. The package itself is solid, and several experienced players have picked it up this meta, which is usually the first sign a deck is worth watching. Yellow still has the tools to compete in this format.

Conclusion

After two weeks of high-rank data, the field is settled at the top and unsettled everywhere else. Mihawk is the deck to beat and doesn't need to change a card to stay there. Robin is the one deck near the top with a genuine answer to it, which is worth as much as raw power in a field this heavy on green. Sabo asks the least of its pilot and gives up very little for it. Xebec is still excellent but no longer warps the format around itself; beating Xebec is now one deckbuilding consideration among several rather than the whole exercise. Red/Green Luffy is the deck to watch as its sample keeps growing. Below the top four, the table is tighter than the ordering suggests. What separates the decks that climb from the ones that don't is whether they need the opponent to make a mistake, and at this level most of them won't get one.
