OP17 Meta Report

Introduction

Week three of OP17 in the standard queue, and the volume this week has been enormous. We logged more games in the last seven days than in the first two weeks combined, by a wide margin. That changes what this report is. The first two weeks were a read on where early adopters were winning; this week we finally have a sample large enough that the numbers can carry an argument on their own. Decks that were sitting on small, flattering win rates have been stress-tested, and a few of them did not survive it.

The Top 10

1. Green Mihawk

Mihawk holds the top spot, and this time it did it while wearing the target. Last week the argument was that it sat on the right side of the "beats Xebec" axis. This week the field came for Mihawk directly and the win rate barely moved. That's the more impressive result of the two. The toolbox is deep enough to answer whatever it's presented with, the consistency problems are long gone, and the leader is still the best one in the format.

2. Red/Black Sabo

Second again, and comfortably so. Sabo remains the most complete package in the format in raw power terms, and the enormous sample this week did nothing to dent that. The free wins are gone for good — everyone knows the matchup now — but a deck that wins on card quality doesn't need surprise. It's the safest deck to pick up if you don't want to think hard about the field, and it should stay near the top for the rest of the format.

3. Purple/Yellow Robin

The biggest riser of the week, up two spots. Robin arrived last week on good numbers and a smaller sample, which is exactly the profile that usually evaporates. Instead the win rate held as the volume multiplied. The pairing does what we said it did — purple's ramp gets a safety net, yellow's shell gets something worth ramping into — and now there's enough data behind it to call that a real engine rather than a nice idea.

The other thing in its favour is the Mihawk matchup, where Robin is one of the few decks in the ten posting a positive record. In a format where the best deck is green and everyone has to plan around it, that's a real asset, and it's a large part of why Robin has climbed while decks with comparable raw numbers haven't.

4. Blue Xebec

Xebec slips again, and the reasons are the same ones as last week, compounded. The engine is untouched: consistency and a big hand still pay off enormously, and the raw matchup spread against the field remains excellent. But the tax has become permanent. Enough of the top of the ladder is now built with Xebec in mind that the deck rarely gets a clean game against a prepared opponent. Fourth is not a collapse. It does mean the format has stopped organising itself entirely around one deck.

5. ST30 Luffy & Ace

Off the watchlist and up three spots. This is the deck the volume helped most. The win rate had looked impressive for two weeks running, but the sample was never large enough to trust it and the matchup spread looked better on paper than it did in practice. This week the games finally arrived and the numbers barely moved. That's a promotion. It's now a real contender rather than a curiosity with a good spreadsheet.

6. Purple Kaido

Down two, and mostly through no fault of its own. Kaido is doing what it did last week and doing it about as well — the matchup spread is still good and the payoff ceiling is still high enough that a slow start isn't fatal. What's changed is the company it's keeping. The decks immediately above it gained ground this week, and Kaido held steady while they moved, which is enough to cost two places in a table this tight. This is a drop caused by what's around it, not by anything the deck lost.

7. Red Ace

Down one. Ace has the same job it's always had, and the deck itself is unchanged, but the field has drifted slightly against it. Robin and Luffy & Ace both stabilise better than what they replaced, and the top of the format is a little less soft on turn four than it was a fortnight ago. Left unchecked Ace still takes games over outright, and there are still enough slow openings on the ladder to punish. The ceiling has come down a touch; the floor hasn't.

8. Black Luffy

Down one, and this is where the larger sample cut the other way. The cost-manipulation angle is still genuinely unique and the best pilots are still putting up excellent numbers with it. But as the volume grew, the average result came down, which tells you the deck's win rate was carrying a lot of weight from a small group of players who know it cold. It remains one of the hardest decks in the format to play correctly, and that's now showing up as a cost rather than a bragging point.

9. Purple Enel

Ninth again. Enel hasn't changed, hasn't needed to, and holds its position across a much bigger sample this week, which is worth something. Cheap bodies still become real threats over consecutive turns, opponents still overspend to stay level, and once the win conditions stick, removing them is a project. It's a stable, well-understood deck that neither gained nor lost ground while everything around it moved.

10. Blue/Yellow Boa

The new entry, and a short writeup by necessity. The package is solid and a number of experienced players have started testing it in the current meta, which is usually the first sign a deck is worth watching. Yellow still has tools to compete here.

Conclusion

The story of week three is consolidation. Mihawk and Sabo have separated from the pack and neither of them needed to change a card to do it. Xebec is still an excellent deck, but the format has stopped treating it as the sun everything orbits — "beats Xebec" is now just one deckbuilding consideration among several rather than the whole exercise. Robin is the genuine breakout, Luffy & Ace has finally earned the numbers it's been showing, and the middle of the table is tighter than the ordering suggests.
