OP17 Meta Report

Introduction

Week two of OP17 in the standard queue, and the picture is starting to fill in. We have meaningfully more games logged than last week, which means a few of the early reads have held up and a few have not. The set still hasn't officially released, so this remains a snapshot of where early adopters are winning rather than a settled format. That said, the movement at the top this week looks like real adaptation rather than noise.

The Top 10

1. Green Mihawk

Mihawk takes the top spot, and the reason is the same thing we flagged last week: it has a strong matchup into Xebec in a format that is being built around Xebec. A leader ability that was already excellent now has a deep enough toolbox behind it that the deck shows up ready against essentially anything. The consistency issues that used to hold it back are gone. Everything Mihawk needed to be the best deck in the format was already there, and the field bending toward Xebec answers finished the job.

2. Red/Black Sabo

Still an outstanding deck, just no longer the uncontested best one. The reworked list has a genuine identity and the new tools continue to deliver, but the field has had a week to learn the matchup and the free wins have dried up. Win rate is still strong and popularity remains high. Expect it to sit near the top for the whole format even if it doesn't reclaim first.

3. Blue Xebec

Xebec is still the deck the format is measuring itself against, but being the deck everyone is targeting comes with a cost. The engine hasn't gotten worse — consistency and a large hand size still pay off enormously — and the matchup spread against the field as a whole is still excellent. What's changed is that the top of the ladder is now full of players who came prepared. Third is not a fall from grace so much as a tax.

4. Purple Kaido

Kaido holds the pace it set last week. The matchup spread is still among the best in the format, and it has now backed that up over a larger sample rather than a first-week burst. The deck does what purple has always done, with a payoff ceiling high enough that stumbling on the ramp is survivable.

5. Purple/Yellow Robin

The big new arrival of the week. Robin pairs purple's ramp with yellow's life manipulation, and the combination covers the weakness each color normally has on its own: the ramp plan gets a safety net, and the yellow shell gets something powerful to actually ramp into. Early results are good and the games it wins tend to be lopsided.

6. Red Ace

Unchanged in both list and role. Straightforward aggression with a good win rate into several of the decks above it. Left unchecked it takes games over outright, and the pressure arrives early enough that slower openings simply lose. As long as the top of the format keeps trending toward setup decks, Ace has a job.

7. Black Luffy

Up two spots as players get more reps with it. The angle on card cost is genuinely unique — the leader effect pairs with characters whose increased cost unlocks abilities you'd normally only find on much more expensive cards — and that novelty is starting to convert into results now that pilots have figured out the sequencing. Still one of the harder decks in the format to play correctly.

8. ST30 Luffy & Ace

Same position, same caveat. The win rate remains impressive and the matchup spread still looks good on paper, but the sample behind those numbers grew less than we'd hoped this week. Not enough volume to promote it, not enough evidence to write it off. Staying on the watchlist.

9. Purple Enel

Enel still hasn't changed and still hasn't needed to. Cheap bodies become real threats over consecutive turns, and once the win conditions stick to the board, digging them out is a project. Opponents routinely overspend just to stay level. It slips a couple of spots this week mostly because of what's above it rather than anything it's doing wrong.

10. Yellow Linlin

A notable drop. The triggers are still strong and the new 10-cost is still a genuine boss card, but the field has sped up around her. Between Ace, Sabo and Robin, there are now enough decks capable of closing before the yellow shell stabilizes that the healing plan gets outpaced more often than it did last week. Popularity should keep it in the conversation regardless.

Conclusion

The headline this week is that the format has started answering Xebec, and Mihawk is the deck holding the answer. Xebec is still excellent and still the central deck of OP17, but "beats Xebec" has become a real axis for deckbuilding, and Mihawk sits on the right side of it. Sabo remains the most complete package in raw power terms and Kaido has proven its early spread was real.

The usual caveat still applies. Two weeks of standard queue data on an unreleased set tells us where early adopters are winning, not where the format ends up.
