OP16.5 Meta Report

A follow-up to last week's report

Introduction

A week on from our last look at the format, and the picture has changed considerably. The new starter decks have landed, and rather than simply adding a card or two to the margins, they've reshuffled the hierarchy outright. Most of the names in the top 10 are ones you'd expect — but the order they appear in, and the reasons they're there, look very different than they did seven days ago.

The Top 10

1. Green Mihawk

Mihawk is the format's biggest winner coming out of the starter deck release. A leader ability that was already strong now has a much deeper toolbox behind it, and the result is a deck that shows up ready against essentially every field it walks into. Consistency was the one thing holding it back; that problem has been solved.

2. Red/Green Luffy

Still the deck with the cleanest matchup spread in the format, and still one of the most played. Thousand Sunny has been the difference-maker here — it smooths out the deck's draws while letting you lean on the leader effect without paying the usual price for it. Only Mihawk's leap keeps it out of the top spot.

3. Purple Enel

Enel hasn't changed much, and it hasn't needed to. The deck's pressure never lets up: cheap bodies turn into real threats over consecutive turns, and once the win conditions stick to the board, digging them out is a project. Opponents routinely end up overspending just to stay level.

4. Black/Yellow Teach

The most distinct game plan in OP16, and one that punishes anyone who plays around it lazily. Teach makes your board expensive to attack into while deciding where your damage lands, and it holds a real edge against Red/Green Luffy — which alone justifies its position here.

5. Blue/Green Luffy

Tempo is the whole pitch, and it compounds fast. Every extra attack and clean sequencing turn stacks into a lead opponents struggle to reclaim, and the deck's resource management means it rarely runs out of gas while doing it.

6. Red/Black Sabo

Another archetype that got what it needed from the new product. The ST31 cards — the 7-cost Luffy in particular — combined with Thousand Sunny push Sabo back to a level where it can hang with the top of the format instead of just fighting it close.

7. ST30 Luffy & Ace

The surprise of the week. New tools out of the new starter decks gave this deck the pieces it was missing, and the matchup spread has come in far better than most expected. Worth taking seriously from here on.

8. Purple/Yellow Rosinante

Built around characters that refuse to die and a leader effect that taxes anyone attacking into the board. If the game goes long and grindy, this is still among the best places to be in the format.

9. Purple Katakuri

Back in the conversation on the strength of the ST34 additions. What makes it genuinely dangerous is the matchup spread — it lines up favorably against the format's current top 3, which is a rare thing to be able to say. Expect this one to climb.

10. Blue/Yellow Nami

Nami closes out the list. Self-protection paired with a steady flow of heal effects makes her hard to actually finish off, and the deck continues to reward disciplined, patient piloting over aggression.

Conclusion

The starter decks did precisely what they were meant to do — spread new tools across a wide range of archetypes and disrupt a settled order. Green Mihawk taking the top spot is the clearest example, but nearly every deck on this list owes some part of its position to a recent addition, whether that's Thousand Sunny quietly supporting multiple leaders or Katakuri and Sabo finally getting the retooling they needed to climb back into contention. The end result is a broader, more varied top 10 than we've had in some time.

The bottom half of the list tells its own story. Grindy attrition decks like Rosinante still have a home here, but strategies that can't race or interact early are feeling the squeeze — Boa, notably absent from this week's rankings, is the clearest casualty of a faster and more disruptive field. As the format settles, expect the decks that pressure early to keep leaning on the slower control shells.
