OP16 Meta Report
ST31-ST36 have entered the meta!
Introduction
With the release of the new starter decks, the format has undergone a real restructuring. Familiar faces remain in the top 10, but the fresh tools from the starter decks have definitely stirred things up. This is only a full week and a half of data, so take everything here with the appropriate grain of salt — but even so, it's clear the meta has shifted noticeably from where it sat just a few weeks ago.
The Top 10
1. Red/Green Luffy
With a seemingly near-flawless matchup spread and high popularity, this leader has propelled itself to the top of the rankings. Notably, the new card "Thousand Sunny" has given it a boost in consistency and a way to utilize your leader effect with no downside.
2. Green Mihawk
Another major beneficiary of the new starter decks. With his strong leader ability and a wide array of new tools, this deck is able to consistently compete with the current field.
3. Black/Yellow Teach
Teach remains one of the most distinct game plans in the format. Its control-oriented identity — making the board harder to attack into while dictating where damage falls — punishes anyone who doesn't respect it. It also holds a solid matchup into Red/Green Luffy.
4. Purple Enel
Enel keeps applying relentless pressure. Cheap characters become real threats turn after turn, and once the deck's win conditions land, they're a pain to remove. Opponents are constantly forced to spend more resources than they'd like.
5. Blue/Green Luffy
The deck's tempo advantage compounds quickly — every extra attack and well-sequenced turn snowballs into a lead that's tough to claw back. Backed by efficient resource management, it keeps opponents constantly playing catch-up.
6. Yellow Kid
A surprising entrance into the top 10. Yellow Kid has gained notable tools from the recent starter decks — namely the new 6-cost Kid and 4-cost Killer — which boost the deck's consistency and gameplay options.
7. Purple Katakuri
This leader re-enters prominence with a wide array of cards added from ST34. Paired with its favorable matchups into the top 3 decks of the format, this deck is one to watch.
8. Red/Black Sabo
Another deck that gained a power-up from the new starter decks. ST31 cards such as the new 7-cost Luffy, as well as "Thousand Sunny," are giving it just enough of a boost to compete in this metagame.
9. Blue/Yellow Nami
Her self-protection tools paired with a steady stream of heal effects make her difficult to close out, and the deck continues to reward patient, disciplined play. While she doesn't have as many favorable matchups in the current metagame, she's still a threat worth considering.
10. Blue Kuzan
Rounding out our list this week. A huge influx of new cards from ST33 is giving it just enough to compete in this metagame.
Conclusion
The new starter decks have done exactly what they were designed to do: inject fresh tools across a huge range of archetypes and shake up the established order. While the top of the format still belongs to familiar names like Red/Green Luffy and the control-heavy Teach, nearly every deck on this list owes some part of its current standing to a recent addition — whether that's "Thousand Sunny" propping up multiple leaders or entire archetypes like Katakuri and Kuzan getting the retooling they needed to stay relevant. The result is a wider, more diverse top 10 than we've seen in a while.
That said, a week and a half of data only tells us so much. Metas this early tend to over-reward decks that players already know how to pilot while underrating the ones still being figured out, so expect some of these placements to shift as the field adapts and refines its lists. For now, Red/Green Luffy is the deck to beat — but the format feels far from solved.
We'll be tracking how these matchups develop and reporting back as the picture sharpens.
