Correct me if I'm wrong but I think, in this situation, the correct word should be expropriation not requisitioning. Requisitioning is when the state takes possession of assets due to a particular event Expropriation is when the state just take the property for themselves. I think that's what canute is referring to

This is the definition of requisition: "an official order laying claim to the use of property or materials." Seems applicable to what Canute is doing.
