Mob ???% isn’t really an explosion of emotions. Just like Teru noticed during his encounter with it, it’s more like some sort of « presence » within mob than seems to be able to « take over » (?) mob while he’s unaware (here he was passed out due to the chocking). That’s why his percentage resumed normally after the ???% and went to 100% due to his sadness about him not being able to prevent another accident caused by his powers.
I'm not sure you noticed but the first time his powers exploded in this episode, it didn't say 100% in front of him, but rather ???%.
