The Epstein Drive is the fusion based propulsion that all ships in the Expanse use, it is a "freely" available technology not specified to any faction.

When Epstein was explaining how his drive would allow Mars to make a better life for themselves and Milena said "but what about Belters" totally agree, BUT, at that point, there were no Belters. Neither Earth nor Mars had the capabilities to reliably and efficiently transport people to the Asteroid Belt until the Epstein Drive. Mars originally didn't even want to give the plans for the Epstein Drive to Earth but they traded them in exchange for their independence (and to avert a war because let's be honest Earth wouldn't accept no for an answer). After that, Earthers and Martians were able to mine and colonize the Belt and so the Belters we see in the show are descendants of those original colonizers from Earth and Mars.
And like Epstein said it changed everything, the revolution in technology is what lead to the current socio-political dynamic that exist in the Expanse universe. Great points you laid out there Dante
