US government/military is retiring machinery and updating to more modern machinery. So instead of parking it same where in the country, they donate it to Ukraine and paying for the shipping to Ukraine.

Also, most of that 110 BN stays in the US. Invested in domestic US manufacturing and supporting ordinary blue collar jobs.
