At 9:10, the guy didn’t mean what you said about cutting off one head and two more appearing. What he meant was that when one role (or belief—I’m not sure how to phrase it) comes to an end, another takes its place. He was referring to Hange taking over his role, but also implying that her role would eventually come to an end as well, just like his. That’s why he said, “Good luck.”. It has to do with the new generation taking over the old one.
