I am having the same issue as the people above. Can't get the next dialogue with Rebecca going. I am maxed out on upgrades too it looks like.
same it says "Can I go to Rebecca's? She's gathered enough info for me to make a quantum leap."
Thanks for the reports, I found a bug in the questlog regarding Rebecca's part. The game works correctly but the questlog gives you incorrect hints. You must ignore the last two steps of Rebecca's questlog. At this point of the game you will be able to spend the 3 mind, 3 ki, 3 strenght to unlock and use 1 evolution point only once.
Doesnt work for me. In only have this quest left and sadly cant continue

i have a question i've seen rebecca to upgrade my powers the first time but the quest log says to go to her again for another upgrade but when i do she says we cant go to the lab yet so im lost
