Women's pockets are smaller because women's pants are meant to fit tighter to the skin, so on one hand you can't really use them unless you want the parachute pants look, and on the other hand if you don't use them, then there is the huge outline of a pocket. There is always a reason, and it's most commonly, vanity. When it comes to clothes that is actually excusable. Want bigger pockets and don't care about looks? Buy straight or boot cut jeans form the Boys' isle. They have same size pockets as men's

Fun Fact, the reason women's pockets are smaller comes down to sexism. There was a time where women did have pockets for stuff; during the French Revolution, iirc. Larger pockets than men had even. But then men were concerned that women were carrying weapons around and they couldn't have that. So pockets were removed. That and pockets, even if not in use, tend to bulge around fabric and we wouldn't want our gawking of a women's body even temporarily dispelled with an additional layer of fabric.
