There was an issue with the laws button in the previous version and it is important to get to that for some of the new content…
You CAN use saves you already started in V0.4.2.
So here is the fix:

I send scouts on the map, but they never return after multiple days of waiting, and then it always says my troops are diminished if I try to invade.
Yeah I found that issue - another hotfix will be availibe in a couple minutes - it´s my fault for being shit at testing things myself >.<
alot of the coin taken is doubled when in the throne room

No need to, in the description he said we can just play the game as is,if you already made a save for this new version.
