Circling approaches allow you to follow an instrument approach and circle around to the optimal runway after you break out of the clouds.

Circling approaches aren’t approaches in the traditional sense. If a circling approach is available on an ILS, RNAV, VOR, LOC, or GPS approach there will be circling minima available.

Here’s an example of the ILS/LOC 16 into KPWK. You can see in the notes that circling to certain runways is not available at night. And the circling minimums at the bottom of the chart.
